[Publisher] Add GEOID data source and Update Jurisdiction Type

Description of the change

These changes support sending GEOIDS to the BE instead of FIPS for the Agency Jurisdiction feature as well as the jurisdiction search with geoids. (BE PR)

I think it's very unlikely that we will go back to FIPS so we can just store / send the GEOIDs.
