Events that add Pawns to Colony never feature Avali

@Nesi I noticed avali don't seem to spawn for events like drop pod survivors or threat rewards.
They do show up as random visitors.

I haven't gotten a single avali as an autojoin, drop pod, random event or similar. Literally have to arrest them from other factions to get any. I thought it seemed weird, but I have experienced astronomically low odds in vidya before. But this might be an actual issue, yeah.
Maybe it's caused by some other mod- we might have something in common?

I just did a clean start with only harmony + Avali mods and I generated 90+ instaces of all the autojoin and threat join events & quests.
Avali showed up once as prisoners in a hospitality event but not once in any of the other events that commonly give you extra people.
