Prisoners "forget" they are prisoners in a caravan, virtually disappear until they arrive at a town

Whenever a new caravan is formed containing a prisoner, they will apparently lose their status as they exit the map, and do not return to player bases. If they are from another faction, they will "leave" and contribute towards goodwill. Whenever this caravan arrives at a faction base however, they appear in the store list.

This has been fixed, by which commit I'm unsure of
