Fix generation of utilization report #215

This was more of a yak shave than I expected, but I wanted to test the fix since it's been broken so long, and that was some effort.

This does the following:

  1. Fix utilization reports
  2. Standardize timing & utilization reports as the same thing
  3. Upload to S3 if a REPORT_URL at build time is an S3 URL
  4. Add jq based shell scripts to format the JSON reports as our semicolon separated benchmark files
  5. Add automation to download this report, and format it appropriately
  6. Add max memory usage as well for use in future tuning.

Looks like /bin as a directory is new in this PR so best guess is it's not being copied over
