By default, do not run a hardware test on master #216

Add a FORCE_HARDWARE_TEST flag to the Jenkinsfile to test this.

We don't need to test on master, because auto has already tested that. Due to how benchmarking works, we'll reuse the benchmarks from auto for publishing.

This'll mean a small change to the docs, trigger a build of master using jenkins "build with parameters". Other than that :+1: I think
