output utilisation report in build logs as first user exposure to them #225

We have build reports but they were broken until recently. No one really noticed because they're not visible to users, reco can't display them, API can't provide them and they're not in the dashboard. Displaying them properly will take a bit more work but for now let's include them in the logs of a build so users have some easy way to view them.

Since the underlying fix for this isn't sensible to merge I'll cherry-pick this commit out and try again against master.

reco v0.6.0 now handles this.
