Check that tuned is installed, unmasked, enabled and started #72

I have checked that if the tuned service is masked, the tuned role https://github.com/openshift/openshift-ansible/tree/master/roles/tuned will fail. We need a new check here, to verify if tuned is installed, enabled and started. If tuned is masked, this should be unmasked first.
