[feat] Discovery on grid, layout and spacing

We need to investigate how we want to tackle the following:

1. Grid system
2. Layout patterns
3. Spacing and other rhythm-based utilities (i.e. controlling spacing between elements)

Will likely be coupled with Tokens.

Wondering... discussed in office hours

• grid.css = scaffolding utilities
• spacing.css = spacing utilities
• All other prescribed layouts would be in Patterns, like rhds/patterns/layouts/ or rhds/patterns/search/

hey @markcaron, I'm happy to contribute to this since the Docs project could likely require me to write a custom grid system that aligns with the RHDS grid, if there isn't one available for me to use. I couldn't see it all the way through with all the considerations y'all might need for a full on web component a-la pfe-band, but I could certainly help with a big part of the css!
