UPDATE: Moving this back to the backlog for now. Elizabeth and Wes writing some rules and governance around this component. There's also some exploration of added patterns (i.e possible dropdown option) in other projects.

Discussion needed around variants (i.e., left-aligned vs right-aligned) and how universal-nav fits into primary-nav on mobile.
