Create test harness for main businessRules process using InsuranceQuoteTest #17

The TestInsuranceQuote class (src/test/java/rh6pd.test/TestInsuranceQuote.java) is currently a placeholder, it needs to be filled in with a test harness to cover the main process - InusuranceQuote (src/main/resources/rh6pd/businessRules/insuranceQuote/InsuranceQuote.rf).

This is old junk, which is an older dupe of the more relevant #41. Resolving this.
