Changes from final testing for 'automation' deployment

Tasks in this PR:

• KUBECONFIG should not be used in a few of the steps that are removed with this. Steps should have been testing with oc login user
• Variable for condition in "2" playbook was using string matching (case sensitive) so changed it to bool matching
• Automation build needed the KUBECONFIG var for a couple tasks. This var was not being set outside of the "2" playbook
• Testing with latest 4.5.7 build- --insecure-skip-tls-verify flag was required for oc login
