feat: collect selinux issues of collection via ausearch #4129

this ausearch command will be executed at the end of whole collection, it have the same 'prio' with the blacklisted_specs, as the latter is a datasource without executing any commands
it will be executed only on RHEL 8.6 or later, to achieve this new component IsGtOrRhel86 is added in this commit
no parser is required for this spec for now
