increase the size of nodes on rh-ocp-01 #73

@jwennerberg said we run out of resources on rh-ocp-01. As it's already 8 nodes, I double the size of everything. 2 -> 4 cpu, 8-> 16 GB mem

I'll do it by increasing the size on machine sets, and will delete the nodes one by one to make them bigger. IPI will create new ones.

i changed the machine sets, and deleted old nodes. ocp scaled back to double sized nodes.
