Later version of Apipie requires ssl_verification to configured to off to connect to Foreman/Satellite.

Because /home/manageiq does not exist even though the application now runs as the manageiq user, a temp directory need to be defined for Apipie to be able to create temporary files.

Fixes #103

@sigbjornaib it has to be ssl_verification off? can it not be an option and if you have the right certs in place you can leave it on?

oh, nvm, i see this is the MIQ repo not the ansible repo. i can't imagine very many other people are using this at this point so i am just going to approve as is.
