Add CVE JSON v5 schemas

Add a script that can quickly extract the container-level subschemas so we can use them for validating input.
Add the schemas themselves, using latest 5.0.0 release (this is what CVE Services 2.1.0 uses).

@juspence Review appreciated! I'm finalizing a follow-up PR to this that will actually add the validation step as well.
