Implement test scheduler test evaluation / logic

Similarly to Jira processor, also test scheduler needs to be able to handle conditions in order to be able to validate the relevancy of a particular configuration within a dimension specification.

Additionally, Jinja2 template should be supported.

Ideally, we adopt identical approach to Jira processor.

Stories:

As a user i want to include specific dimension value depending on a particular context or environment variable value. E.g. exclude irrelevant combination based on distro, arch etc.
As a user I want to define environment variable value utilizing value of specific context or environment variables. E.g. defining test job summary, incorporating test environment specification.
