legacy igt mode should remove the couple ticks added before chunks are first rendered #208

Describe the bug the ~0.05 - 0.20 seconds added at the beginning of a run using legacy igt mode are manually retimed out if the player pauses (usu due to an unfocused instance). it would be more fair if speedrunigt removed them unconditionally, so even if the player does not pause they still get equal timing.

relates to #207, i was a bit mistaken in how time travel was retimed for a bit.
