networksetup -setsecurewebproxystate <networkservice> <on off>

Example :

networksetup -setwebproxystate  Wi-Fi on
networksetup -setsecurewebproxystate  Wi-Fi on

To handle the Modification alert : prefix sudo like

sudo networksetup -setwebproxystate  Wi-Fi on
sudo networksetup -setsecurewebproxystate  Wi-Fi on
