Issue 105 responsive design

Rediseño del front responsive. El rediseño incluye.

• Implementación de Bootstrap 4.5
• Fontawesome 4.15 como parte del repo en lugar del cdn.
• Refactor de templates para usar las clases propuestas por bootstrap en reemplazo de varios estilos custom contenidos en redpanal.css

Van los progresos sobre Issue #105 Falta migrar varios templates pero el concepto del rediseño a grandes rasgos está planteado. Voy a dedicarle algunas horas por semana e ir actualizando este PR con los avances.
