Fix duplicate labels in .rst files

Building the documentation locally raises a couple of warnings on duplicate labels:

• the label fpga_094_dev is found in two files:
  • developerGuide/software/build/fpga/regset/2.00-37/v0.94.rst
  • developerGuide/software/build/fpga/regset/in_dev/v0.94.rst
• the label fpga_094_250_dev is also found in two files:
  • developerGuide/software/build/fpga/regset/2.00-37/v0.94_250_12.rst
  • developerGuide/software/build/fpga/regset/in_dev/v0.94_250_12.rst

This pull request fixes the issue by making the labels in 2.00-37 adhere to the current naming convention.

Yes, this happens when a new OS is released as the developers copy the registers and apply the changes from (in-dev), but they do not update the label :)
