issues to fix with 2.7.3.0-b1 #538

I did a complete reinstall of python xy based on 2.7.3.0-b1.

I observe the following issues:

* PIP not installed
* Spyder
    * option to start external console on start-up greyyed out
    * no rich text in object explorer although sphinx is installed
