NPR is using GPS #167

I noticed that the NPR app is using GPS, even when app was not active. I assume 
this is for selecting the local NPR station? I didn't see an option for this, 
and waking up the GPS uses battery needlessly.

We didn't get a chance to investigate this issue much. Hopefully in a future 
release.
