Grafana 7.5 will introduce Plugin Auto enable: https://github.com/grafana/grafana/pull/31354/files

Waiting for Grafana 8.X:

The autoEnabled feature will be fully implemented in v8.X. In v8 panels are auto-imported and application enabled, but dashboards are missing.
