Update native-formatters.md #5250

Fix note, that encode CMD is required when read-only is true. Fix quotes.

Thanks a lot for your PR but Native Formatters was just deprecated and now RESP.app offers a much better alternative to it https://docs.resp.app/en/latest/extension-server/

As described in docs, you can now quickly generate an Elixir boiler plate with OpenAPI generator. Feel free to ping me if you need any help with it or have any other feedback.

I tried to generate Elixir boilerplate, and produced code is very awkward. I try to roll my own server and... it seems like I found a bug. Will create an issue soon.
