Allow configuration of management UI certs #122

Can we get a configuration value for injecting our management ui certs? Would be very helpful to not have to run rladmin cluster certificate set cm certificate_file after a cluster is finally up.

@SamKirsch10 This capability is on the roadmap for a future release. I will update here when we have a target release.
