feat: allow config file location in VSC settings #16

What should we improve?

please allow me to set the location of my config file in the VSC settings page. I don't always work in the same workspace where I store my config file and would like a global config to be available. Any workspace config should take precedence over the global config.

It looks like we need more discussion on this one before we can implement for all config cases.
