Added new Create Account page

Added new WebAccountManager service to handle all account actions across the upcoming account pages

closes #68

More good work! It would be nice to be able to view all accounts, or is that planned as another PR?

I marked it as a draft pr, because I planned on adding all the features from #68 I just haven't had the time to finish it up.

I haven't really decided how general account management should look like.
