Related to #714 - the four quadrants should be able to share power between them, possibly through indestructible substations on each corner?

I had hoped to keep that seperate :) But I might allow it when I revisit quadrants

What if we designated a quadrant where turbines/panels/accumulators (the most efficient forms of power) had to be placed as compromise?
