This PR creates a branch master where we explain the current purpose of this repository and where the LAPACK releases are now published. This is all explained in the README. Related to https://github.com/Reference-LAPACK/lapack-release/issues/7.

If this is accepted, one extra step is needed: make the master branch the main branch we show in https://github.com/Reference-LAPACK/lapack-release. Currently, this branch is lapack-3.10.0.

Moreover, if we do not wish to maintain LAPACK 3.6.0 and below, I think the best option is indeed to archive this repository (See https://docs.github.com/en/repositories/archiving-a-github-repository/archiving-repositories) as @ViralBShah mentioned in https://github.com/Reference-LAPACK/lapack-release/issues/7#issuecomment-1500893544
