This PR adds the following functionality:

Expires passcodes after 10 minutes of not being used
Configured CORS for working with cookies for local development
Added optional check for existing email account to /auth/generate (used for login page)

Merging this for now as this is blocking dev deployment -- we can triage any issues that arise separately.
