Set PG backup cadence #319

I had to restore from backups today and the latest one was 23 days ago. We should set this up to automatically backup

I've enabled daily backups, which will be retained for 7 days. This is part of hobby-basic.

Unfortunately, you can't keep monthly backups at this tier, but we can keep 5 manual backups if we do that every once in a while.

If anyone sees a seamless way to do long term backups, let me know. I'll leave this up for a bit. I figure daily are more important for our use case though (breaking deploys).
