config/locales: Move and rename "en.yml"

This file has some info about how the translation system works. It's cool info, but it's probably better to move this out of the "en" folder, so it's clear to translators this doesn't need to translated.

Renamed the file to "about_translations.yml" and moved it to the base of the config/locales folder.

• Partly addresses #553

1) Just delete this file 2) Move it out of en and optionally rename it (what this pull request is set up to do) 3) Leave it where it is, and explain this better in our wiki. (as suggested in #553 )

If anyone has opinions on this, feel free to share. Looking to improve this before we start translations to another new language.
