Updated filipino translations #596

Looks good to me! Thank you for your work on this translation.

One question: I wonder if the word "restroom" is used a lot among Filipino speakers? If so, and if "restroom" would be widely understood, then I am okay with that. Otherwise, I would assume "banyo" is similar to "baño," which we used a lot in the Spanish translation.

If you feel that more people would understand "banyo", and you feel that the tone/meaning is still correct with "banyo" instead of "restroom," I would suggest that you change the word "restroom" to "banyo". (Except in the phrase "Refuge Restrooms").

As a last order of business, I could put out another request for reviews from the previous contributors to this translation. But this translation has now had three Filipino speakers working on it. I believe it is likely correct, and I don't want to hold it back in the review process too long. We can accept minor fixes and improvements on an ongoing basis, if any are pointed out to us.

I would like to thank you (and previous contributors to this translation) once again for your efforts.

It would differ in places and status I guess. Since there are different levels of status here and they each use different terms based on their status. Far rural places would use the term banyo and in the urban places it would be both.

Otherwise, I would assume "banyo" is similar to "baño," which we used a lot in the Spanish translation.

It's similar since we were influenced by the Spaniards when they colonised the Philippines.

I guess it would be better to use the term banyo since it would be understandable to all or most of Filipino. Thanks for the comment, I'll update the PR in a few.

Will be deploying this at some time in the future.

(Some things don't work on my Heroku instance, like submitting a new restroom. But those issues have been happening for a while, only on my personal Heroku instance; These issues don't affect the main production app/website.)
