Create AWS set up for CAT tool development Acceptance Criteria:

  1. Given that AWS root user is set up and account is created
  2. Given that AWS User is set up
  3. Given that IAM roles are setup
  4. Given that free database search is done
  5. Given that an RDS instance is launched and the end point is published and accessible by developers in the application.
