Infrastructure: Enable toggling #16

We should be able to independently turn each type of infrastructure on and off
We should be able to turn the flood area on and off
We should be able to turn red dots and grey dots on and off. So for example if we're viewing just power plants and we only have red dots on, we're seeing only powerplants in the flood zone.

We need to also be able to toggle red and black dots on and off. Also, we'll get you styles for the toggle buttons. It's not immediately clear that they're clickable right now and it's not clear what is turned on or off. That's on us.
