Implemented URL validator before downloading license text #21

Implemented URL validator. When downloadLicenseText the invalid URLs are getting discarded. Updated the Changelog.md to reflect the current development state
Updated Lucys version to 0.6.4

21 has been addressed and Lucy is not breaking anymore when encountering an invalid URL
