Cast unicode fees to float
Check if the same doc_hash has been uploaded in the same sync cycle prior to upload

Was mediator fee supposed to stay at 0.00025 or is it alright that I set it to 0.001?

No, that's great. I overlooked the fee change for the mediator spend.
