Mages summoned items at lower levels or any other Emu that isn't Lazarus

Would love the ability to customize items supplied and given out in e3 through the .ini as it used to be in the past. It can be different, of course. I am sure there are ways to make it simpler or more efficient. Currently, it is hard-coded to only allow for max level magicians. These changes would allow lower level magicians and magicians from other emu's the ability to use this powerful feature.
