Refactor RTKTreeView

Expected Behavior

As a developer, I want a common widget for all treeviews regardless of whether or not a format file is used so that all treeviews in RAMSTK are consistent and easy to maintain.

Actual Behavior (NOT required for Enhancement type issues.)

Currently, only the treeviews that use format files to create treeviews are using the RAMSTK widget.
