similar to the favorites issue, avoid empty cache

Sure thing. When the app launches in iOS 14 using this version of Cache, the latest recordings horizontal slider is blank. When using loadIfNeeded the app propagates this section from the API instead of an empty cache. It was a simple change so review/test is

Edit: Still buggy, closing will debug on master branch. CI caching good to go using 12.1 instead of 12.2.
