I am assuming the Fan(s) is/are PWM (4-pin)? Look up the specs on the fans, see if they have a minimum speed, or if the minimum is 0 RPM.
The BIOS likely turns off the 12V when it tries to stop the fans, where FanControl does not, it just uses 0% PWM, which the controller chip on the fan will run it at minimum speed, and is not 0 RPM.
Can also set the fans in FanControl to manual, and set to 0%, and see if they just took longer than the software waited for them to spin down (from having very low friction and no other force other than air resistance stopping them).
Change the fans to DC control in the bios.
HI, i'm on gigabyte Z390 gaming X with navis AIO. Have problem becaouse motherboard can stop fans from bios or SIV but when i using FanControl can't stop fans, Detect fans stop % says "fan never stopped"
What o can do ?
