Files for environment creation for `htm` developers #202

To maintain development of the htm package isolated in a private OS and avoid conflicts between required packages, it would be nice to have pre-configured files in the repo that enable the creation of a (conda, mamba) environment dedicated to htm. Their usage would be, of course, optional.
