Since ModuleManager 3.1.1 config problems are no longer silently accepted.

RemoteTech_RLA_Probes.cfg causes a warning as follows relating to the "!HAS" tag

Hi, thanks for letting us know about ModuleManager 3.1.1's changed behavior on config issues.

The fix to this issue is already added in the codebase.

We will drop a new release for KSP 1.3 and 1.6 after checking through 1.6-related issues.
