Allow Flight Computer to be available stand-alone #838

Flight Computer is really useful, even with stock CommNet. Could it be made available either through config or perhaps stand-alone?

I noticed the config contains RemoteTechEnabled and CommNetEnabled. I was expecting a combination of false/true would allow things like FC to still be available, but it would seem as soon as RT is disabled, the mod calls destroy and deactivates itself.
