Summary This KR is to define each stakeholders responsibilities and boundaries wrt to the curation, management and implementation of this initiative.

Initial thoughts

Remy [me] will be the main liaison between W3F, Papermoon & Parity, looking after the rust crates & other core doc's
W3F [through Radha & Bader] will be the liaison for Substrate and other documentation
Papermoon will focus mainly on the scaffolding / Containment
Papermoon will be the primary leader in this initiative

Eventually they need to install a system where they can adjust the docs accordingly as they evolve and progress

For point 4, it's important to point out the scope of project management. So we would see Papermoon to lead the project now and in the future. That means proactively collecting the input, get alignment, publish; and, going forward, collecting updates, so that the documentation stays coherent.
