Toy Commander FMV issues #249

Toy Commander's opening FMV slows down to about 1 frame every 2 seconds after a 
short while.

This is somewhere inbetween the FMV freezes (issue 224) and the heavy 
stuttering FMVs (issue 248).

Tested on r78.
