Some deities might be concerned with individuals while others are more concerned with a race (which to me is different than a faction).
So if you have a deity who is deeply invested in the fate of the dark elves, and you take over a significant amount of dark elf territory and forcibly expel them you might anger that deity. This would be fairly predictable, and you'd have to take into account a race's gods if you start to become a multiracial empire.
On the other hand, if you have a deity who falls in love with random fisherman in village A, and that fisherman does something to anger them, suddenly you have a typhoon headed for village A that you quite frankly feel a little blindsided by.
I like the concept of a "just" or "fickle" God that could affect how likely they are to trigger good or bad events, independent of how well your relationship is managed with them. A "fickle" God could smite for no reason, while a "just" God will almost always act in direct response to your relationship level with them.
I think it would be valuable to preroll certain character traits of a deity. For instance, reliability or apathy. I'd like to come up with a collection of characteristics that will make for good random event triggering and also affect a player's relationship with the deity.
