Each country rolls to pick a pantheon. It may share a pantheon with another country.
Within countries with the same pantheon religions will develop. These are formalized groups set on right worship, practice, and adherence to the deities in their pantheon.
From there, each dominion will determines its “state” religion and its level of tolerance for other religions. A higher weight will be given toward the tolerance of religions with their pantheon.
As dominions expand into other countries, conflict is likely to arise as religions, and by extension pantheons, start to intertwine.
