Banding both using the latest version on github and the integrated denoiser on blender, it happens especially on flat colored surfaces with little to none variance at high samples values.
it appears that the issue may be caused by blender when exporting both the albedo and normal passes for the external oidn and the final pgn when using the integrated oidn
