changes for oneapi-spec #98

use pandoc to convert md to restructuredtext (rst)

A third level heading was nested directly in the top level. Sphinx does not allow inconsistent nesting so I changed it to bold

@rscohn2 , personally, I prefer the simple md files.

Is this PR still actual?

This was to enable inclusion in oneapi spec and it was for compatibility, not choosing between md or rst. Donna took over updates after the first release so we don't need this.
